Online and hybrid programme enablement

An online degree is not a recorded lecture series with a fee page. Under the UGC regulations it is a full academic programme with its own entitlement, its own quality-assurance structure, its own examinations and its own student support, and it is judged on all of them.

We help eligible institutions apply, design, build and run online and hybrid programmes end to end: the entitlement paperwork, the LMS and content studio, the instructional design, proctored examinations and the student record that ties them together. Where your institution is not yet eligible, we say so plainly and help you plan the route there.

ONLINE ENTITLED

The problem we solve

Many institutions decide to "go online" after watching a peer launch, then discover the detail late. The eligibility conditions are checked against NAAC and NIRF standing, the programme has to be offered through a recognised internal structure, content must follow the four-quadrant format, and examinations must be defensible. Teams try to build all of this in one admissions cycle on top of their day jobs. The result is a rushed submission, an LMS that nobody owns, recorded lectures that do not meet the content norms, and a first batch whose exams and grievances are handled by email. When the regulator or NAAC asks for evidence, it is scattered across five vendors and three inboxes.

What you have at the end

  • A clear, written view of whether you are eligible for UGC online entitlement today, and what it would take if you are not.
  • An entitlement application filed on time, with every supporting document traceable to its source.
  • An LMS integrated with your student record, ABC and APAAR, owned by a named team inside your institution.
  • Programme content built to the four-quadrant format, in a studio workflow your faculty can keep using after we step back.
  • Proctored online examinations and a grievance process that will stand up to scrutiny.
  • A repeatable launch playbook you can use for the next programme without starting from zero.

Scope of service

01

Launching UGC-entitled online degrees

We take a programme from approval to its first enrolled batch: programme structure and credit mapping, fee and admission design, learner onboarding, academic calendar and the operating model for the Centre for Distance and Online Education. We plan the launch around the admission windows the regulator allows, not around a marketing date.

Deliverables

  • Programme launch plan with owners and dates
  • Credit structure mapped to the UGC curriculum and credit framework and to ABC
  • Learner onboarding and support model (helpdesk, mentors, grievance route)
  • Operating model and staffing plan for the online centre
  • Launch-readiness review before admissions open
02

UGC entitlement application support

Entitlement for online programmes is granted through the UGC Distance Education Bureau and depends on eligibility conditions tied to NAAC accreditation and NIRF rankings. We check your standing against the conditions in force on the day you apply, assemble the documentation, and prepare the application for your authorised signatory to submit. We do not submit on your behalf or promise an outcome.

Deliverables

  • Eligibility assessment against the current regulations and notifications
  • Document checklist and evidence pack, cross-referenced to each requirement
  • Draft application and programme project reports for review
  • Calendar of portal windows and follow-up actions
03

LMS and content studio

We select, configure and integrate an LMS (Moodle or the platform you already hold) with your student record, so enrolments, grades and credits flow without re-typing. Alongside it we set up a content studio: a recording space, a production workflow and a review process that keeps quality consistent across faculty.

Deliverables

  • LMS configured, hosted on the sovereign cloud and integrated with the student record
  • Single sign-on and role design for learners, faculty and administrators
  • Content studio specification (room, equipment, workflow) and setup
  • Faculty training and an internal LMS owner handbook
04

Instructional design

Our instructional designers work with your faculty to turn a classroom syllabus into an online course that people actually finish. Each course is built in the four quadrants the regulations describe: e-tutorial, e-content, discussion forum and self-assessment, with outcomes mapped to assessments.

Deliverables

  • Course blueprints with learning outcomes mapped to assessments
  • Four-quadrant content plan per module
  • Templates and style guide for faculty-authored material
  • Accessibility check of every module before release (see curriculum and content)
05

Executive education

Short, paid programmes for working professionals need a different design from degrees: tighter schedules, live sessions at evenings and weekends, and certificates that employers recognise. We help you design the portfolio, price it, run it and issue verifiable certificates, and where it makes sense, map the credits so they can be counted later through ABC.

Deliverables

  • Executive programme portfolio and pricing model
  • Cohort operations: scheduling, live-session delivery, attendance
  • E-signed, verifiable certificates
  • Optional credit mapping for stackable pathways
06

Proctored online examinations

Online programmes rise or fall on the credibility of their exams. We plan the assessment scheme with you, then hand the conduct of the examinations to our examinations and assessment service, so proctoring, evaluation, results and re-evaluation sit on the same record as teaching.

Deliverables

  • Assessment scheme and examination calendar for each programme
  • Handoff to proctored exam operations with agreed rules
  • Results flowing back to the LMS, the student record and ABC

How an engagement runs

  1. 01

    Eligibility and intent

We review your accreditation, rankings, existing programmes and capacity, and tell you honestly whether an online launch is possible now, later, or better approached through hybrid delivery or executive education first.

  2. 02

    Programme and entitlement

We shape the programme portfolio with your academic leadership and prepare the entitlement application and its evidence, timed to the regulator’s windows.

  3. 03

    Build

LMS, studio, course design and content production run in parallel, with faculty reviewing every module. Integration with the student record, ABC and APAAR is built in, not bolted on.

  4. 04

    Launch and first cohort

We run the first admission cycle and first term alongside your team: onboarding, live support, examinations and grievances, with weekly reviews.

  5. 05

    Handover or managed service

At the end of the first cohort you choose: take it over with the playbook and training we leave behind, or keep us running operations under a managed service.

Questions, answered

Are we eligible to offer online degrees?

Eligibility under the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, as amended, turns mainly on your NAAC score and NIRF ranking, and the thresholds have changed through amendments. We check your position against the version in force when you apply. Numeric thresholds are not published on this page.

Can any programme be offered online?

No. Programmes that need substantial laboratory or clinical work, such as engineering, medicine and other professionally regulated courses, are generally excluded or governed by their own regulators. We confirm the position for each programme you have in mind before any design work begins.

Do you guarantee UGC approval?

No one honestly can. We make sure your application is complete, accurate and on time, and that the programme behind it is real. The decision is the regulator’s.

Can our students take SWAYAM courses for credit as well?

Yes. UGC regulations allow students to earn a share of credits through SWAYAM courses, and we can map those credits into your programme structure and ABC records. The current credit-share limit is not stated on this page. We confirm it against the regulations in force for your programme.

We already have an LMS. Do we have to change it?

Not necessarily. If your current LMS can integrate with your student record and support the four-quadrant format, we configure it rather than replace it. We only recommend a change when the existing platform genuinely blocks compliance or scale.
